Can't upload profile picture. HELP?

Whenever I try to upload a profile picture (avatar) on my user control panel, it says the photo must be between size 0 and 97 KIB or something like that. I try to get the picture off of my phone, since that is where I browse this website. Also, how do I get the banner picture thing into my signature?

Well the sig pic you do by typing...

Except the ( ) need to be replaced with [ ].

Realistically? Use a PC, resize the image so it's small enough and then try it
