I don't think they're maintained by Merlin at all, it's my understanding that they're fully maintained and stocked by CCEPP themselves, and that Merlin staff are not supposed to touch them. At least that's what my own CCEPP rep claimed, who also covers Towers.
Oh I know, ride hosts 'usually' report / control queue times using the tablet on the wall. Or at least that was the case up until a few years ago at Towers. Wouldn't put it past current management to override them though.
